How do American citizens apply for the Hungary White Card?

Can American citizens apply from inside Hungary?

Yes. American applicants may submit from inside Hungary.

How long does the Hungary White Card really take for American citizens?

9–18 weeks (≈ 2–4 months)

  • Police clearance (typical)4w
  • Consular appointment (typical)4w
  • Processing 3–12w (typical)3w
  • Post-arrival registration (typical)2w

Typical processing: 3–12 weeks. The rest is doc gathering + waiting in a queue, none of which the consulate counts.

Avoid these

What do people get wrong about the Hungary White Card?

  • Underestimating timing by a factor of 2–3. The "60-day processing" line is real, but it's only the consulate's processing window. The door-to-door reality includes police clearance, apostille, consular appointment lead, and post-arrival registration, so most applicants land between 4 and 7 months.
  • Income proof in the wrong currency. Bank statements showing income in your local currency are routinely rejected if the equivalent in EUR isn't clearly stated and consistent across the qualifying period (usually 3 or 6 months).

Worth knowing: US nationals are eligible for the White Card as non-EEA third-country nationals who work remotely for a foreign employer or own shares in a profitable foreign company. Because US passport holders are visa-exempt for short Schengen stays, they may apply from inside Hungary while legally present (via the Enter Hungary online platform or in person at the regional directorate) rather than first applying at a consulate abroad. The permit is valid for a maximum of one year and may be extended once for a further year.

Tax

How is White Card income taxed for American citizens?

No special tax regime. A holder is generally not a Hungarian tax resident if present under 183 days in a calendar year, in which case foreign income is typically not taxed in Hungary. Spending 183+ days can trigger Hungarian tax residency, subjecting worldwide income to the flat 15% personal income tax (subject to applicable double-taxation treaties).

What American tax still does

The US-Hungary totalisation agreement means a self-employed American can be exempted from US Social Security / self-employment tax (~15.3%) by paying into one system only. Get a certificate of coverage. The Foreign Earned Income Exclusion already covers US income tax up to ~$130k.

Capital gains back home: The US taxes worldwide capital gains regardless of where you live; the FEIE does not cover investment income. Foreign tax credits can offset destination tax, but you still file a US return every year.

Leaving: No departure tax for ordinary residents abroad: US tax follows citizenship, not residence. (An exit tax applies only to covered expatriates formally renouncing citizenship.)

US citizens file a US return every year wherever they live; the figures here are the destination side only.

Money, roughly (sourced)

Regime: Hungary flat PIT, 15% on worldwide income (resident), about 46.5% effective tax on €60k/yr.

Critical nuance: the White Card's 'foreign income not taxed' only holds while NON-resident; once the nomad is Hungarian tax resident (183+ days), Hungary taxes worldwide income at the flat 15%. Treaty relief may reduce double taxation. Self-employed SS only bites if the person is in the Hungarian social-security system, foreign-employed nomads may stay on home-country SS.

Capital gains: 15%. Headline individual CGT is 15%. For some capital-type income a 13% social tax adds on top, but it is capped at 24x the minimum wage; publicly traded bond/fund gains are treated as interest income (13% social tax).

Living comfortably to well in Budapest runs about €1,400–€1,950/mo for one person, incl. rent. Roughly 65% less than the same living in Seattle, which runs about $4,300/mo (≈ €3,950).

Worth a specialist's time. A short call before you commit usually pays for itself, especially for US citizens (FEIE/FATCA), existing UK ties, or unwinding SA tax residency.
