Independent Contractor Visa

Self-employed

Indian citizens need a visa to enter Norway, so the Independent Contractor Visa is lodged at a consulate before travel. Applying from inside Norway is allowed for Indian applicants. The consular fee is 6,300 NOK. India documents need an apostille before submission. India and Norway have a double-tax treaty.

How do Indian citizens apply for the Norway Independent Contractor Visa?

Can Indian citizens apply from inside Norway?

Yes. Indian applicants may submit from inside Norway.

How long does the Norway Independent Contractor Visa really take for Indian citizens?

14–18 weeks (≈ 3–4 months)

  • Police clearance (typical)3w
  • Apostille (typical)1w
  • Consular appointment (typical)4w
  • Processing 8–12w (typical)8w
  • Post-arrival registration (typical)2w

Typical processing: 8–12 weeks. The rest is doc gathering + waiting in a queue, none of which the consulate counts.

Avoid these

What do people get wrong about the Norway Independent Contractor Visa?

  • Underestimating timing by a factor of 2–3. The "60-day processing" line is real, but it's only the consulate's processing window. The door-to-door reality includes police clearance, apostille, consular appointment lead, and post-arrival registration, so most applicants land between 4 and 7 months.
  • Skipping or mis-formatting the apostille. Apostille is the single most cited rejection reason. Every supporting document from your home country needs an apostille from the right authority, and they expire. Don't apostille more than 4 months before submission.

Documents

What Indian applicants typically submit

Documents needing an apostille (Indian authorities):

  • Caveat on the whole field: UDI publishes an apostille requirement only for family immigration. The page carrying the India-specific instruction is titled 'Apostille and legalisation in family immigration cases' and opens 'When you apply for family immigration the documents which you hand in must be certified by the proper authority.' UDI's skilled-worker and self-employed-with-a-company-abroad pages do not list apostille as a step for the applicant's own file, which is why apostille_required is null rather than true. The authority and mechanics above are sourced and correct if and when an apostille is called for.
  • Marriage certificate and birth certificates, if family members apply with you. These are public documents in a family immigration case, where UDI's India-specific page does require the apostille stamp: 'The original documents issued by public authorities must carry an apostille stamp.'
  • Any Indian public document the personalised checklist demands. UDI generates the checklist only after the online form is completed, so the definitive list is not knowable in advance.
  • Not the passport. UDI states explicitly on the India page: 'It is not necessary to have an apostille stamp on your passport.'
  • Private documents (the contract with the Norwegian enterprise, client confirmations, invoices, bank statements, sole-proprietorship accounts) are not public documents and cannot be apostilled directly. In India they must first be notarised and, in most states, passed through the Home Department or an SDM before MEA will apostille them.
  • Separate from apostille and easy to miss: UDI requires that when you hand in an application abroad rather than to the police in Norway, 'the copies must be stamped by the authorities in your country, or by a notarius publicus.' An Indian applicant submitting at a VFS centre therefore needs a notary trip for the copies even where the originals need nothing.

Worth knowing: The Indian passport is not on UDI's visa-free list, so an Indian applicant needs a Schengen visa to enter Norway at all. India appears on that list only as 'Indian diplomatic passports (applies to diplomats who are not going to work at the embassy in Norway)', which does nothing for an ordinary holder. The single largest difference from a US, UK, Canadian or Australian applicant on this route is not consular geography, it is that UDI has publicly named India over document fraud. UDI's skilled-worker page states it has experienced many incidents where documentation from certain countries is fraudulent or contains incorrect information, and that this applies in particular to work as a chef, car mechanic, carpenter, painter, bricklayer or hairdresser 'where the documentation submitted to attest to educational qualifications or the like were issued in Bangladesh, China, India, Iran, Kosovo, Nepal, Pakistan, Türkiye or Vietnam'. Its waiting-time guide adds that these cases need more checks and that UDI aims to process them by the end of 2026 but it may take longer. An Indian applicant with a university degree relying on the higher-education limb sits outside the named trades; an Indian applicant relying on vocational training or on six years of work experience is aiming squarely at the category UDI says it distrusts. India also differs from China on the welfare side: India and Norway have a social security agreement in force, and India is listed among Norway's bilateral agreements outside the EEA, so a coordination instrument exists where none does for a Chinese applicant. Note finally that this permit is not a digital nomad visa: it requires a sole proprietorship established abroad rather than a limited company, plus a contract to carry out an assignment for a specific Norwegian enterprise.

Tax

How is Independent Contractor Visa income taxed for Indian citizens?

No special expat or nomad tax regime. Staying more than 183 days in any 12-month period generally makes you a Norwegian tax resident, with worldwide income subject to Norwegian income tax (progressive national plus municipal rates, plus social-security contributions). Norway is in the EEA and Schengen but not the EU and uses the Norwegian krone (NOK).

Social-security totalisationYes

India's agreements cover employees posted abroad by an EPF-contributing employer. A self-employed nomad has no EPF membership and cannot get a Certificate of Coverage, so host-country social contributions usually start on arrival with nothing to offset them.

What Indian tax still does

India taxes on residence, not citizenship: once you are Non-Resident, foreign freelance income drops out of the Indian net. There is no split-year rule, so leaving in October after 182 days in India makes you resident on worldwide income for that entire financial year. Section 6(1A) can deem you resident anyway if you have over ₹15 lakh of Indian-source income and are not liable to tax anywhere else.

Money, roughly (sourced)

Regime: Ordinary tax: 22% flat base + bracket tax (trinnskatt) on personal income, about 34% effective tax on €60k/yr.

Resident = >183 days/12 months (or >270/36). Worldwide income taxed. Note Norway's ~1% net wealth tax on global assets over ~NOK 1.9m and exit tax on latent share gains over NOK 3m. Income-tax effective rate at ~EUR 60k is income tax only (~23%); add 11% social security on top. EUR figures approximate at ~11.7 NOK/EUR.

Capital gains: 37.84%. 37.84% applies to shares/financial instruments with shares as underlying; plain capital income (interest, most bonds) is 22%.

Living comfortably to well in Oslo runs about €2,800–€3,900/mo for one person, incl. rent. Roughly 294% more than the same living in Mumbai, which runs about 78,000/mo (≈ €710).
